I haven't actually read up at the link but from your description, yeah, this sounds... extremely sketchy.
The other interesting question to ask is who's holding all the pledged money in the "donation pool" while accumulating for a suit purchase? Who's responsible for hanging onto (or investing, or running away with) that cash in good faith for everyone?
