Tiny tutorial

Looks very detailed, right? It takes forever, but doing hair/fur this way is not hard!
All you do is roll tiny little "snakes" like you did when you were a kid. Stick the snakes on the tail. Arrange them pleasingly and press them down firmly.
Then get something sharp and pointy. I use dental sculpting tools but a toothpick or anything else small and pointed cal work. Even a large needle will work. Or a fork. Or a pocketknife, whatever. The dental tools are pretty ideal though. Now just draw lines to break each "snake" up into two or three small "hairs." That's it. Seriously. Takes forever, is dead easy to do. Pay some attention to the aesthetics of the clumps and the way they curve and it will look nicer, but the basic technique is something anybody with patience can do.
If you're doing something more cartoon styled you can skip that step, even, and have great results. I do the snakes on my kirin ponies. Here's one good one:
