There is NO clear, straightforward, and understandable guideline for what is acceptable and what is not. InsaneJournal's TOS allows them legally to ban you for whatever, and that is fine, but they do not actually exercise that right, preferring to abide by their policies rather than by their legalese.
LJ is legally able to do whatever they want. They are just choosing to not state a firm definition of their policies, but rather to just arbitrarily ban anything that gets reported that they feel they might not like today, but ask again tomorrow.
